These images are actually a composite of hundreds of pictures made by U.S. Defense Meteorological Satellites Program (DMSP). The Nighttime Lights of the World is compiled from the October 1994 - March 1995 data, which was collected when moonlight was low.

Never mind the fact that the "blackout" doesn't even extend to the correct city (areas).

In that photo the southern tip of Ontario is all lit up - it would have been almost entirely black. But I'm willing to bet that most of you don't know by looking at that photo where that area is anyways :p
