The cloak was a drop from Sapphiron, and yes Kel'Thuzad has 6.7 million health.

I refuse to believe that it is intended that poisons do that much more damage than melee.

Well, with the poison damage that high, rogues are no longer reliant on other classes to maintain the same dps levels...which kinda falls into their "bring anyone at anytime" stuff...
