Nothing new, for base 10 it works out to 9's, base 2: 1, base5: 4 etc.

er basically, any number added up together (say...68 for example, 6+8=14), then subtracted by that sum (68-14=54) will ALWAYS be a power of 9 (54/9=6). So...every number on that chart that is a power of 9 (0, 9, 18, 27, etc) is the same symbol. Everytime you refresh the page, it changes that symbol that is a power of 9.

edit - oh woops he says 2 digit, so the 0 one is null, if you could use single digit it would be something like 0+6=6, 6-6=0. But I think he does that so as not to make it so obvious.
